PROTECTING VULNERABLE POPULATIONS FROM ABUSIVE BEHAVIOR
The health care industry was built upon the Hippocratic Oath that contains the phrase, “first, do no harm” in order to serve a patient’s welfare above all else.
Our health care system is comprised of millions of individuals who, on many varied levels, come into contact with patients. All patients are somewhat vulnerable because they have placed themselves in the care and trust of another. However, extra care must be taken when treating populations such as children and the elderly, who are exceptionally vulnerable groups.
Whether it be the surgeon, the housekeeping staff, security, the charge nurse, the primary care physician, or a volunteer there is potential to come face-to-face with someone who has a documented pattern of abuse.
SEARCHING REGISTRIES IS THE FIRST STEP – VERIFYING A MATCH MAKES THE SEARCH ACTIONABLE
State abuse registries are maintained through the respective Departments of Health and include names of persons who have abused, neglected, exploited, or misappropriated the property of vulnerable persons. The list serves to identify and prevent those on the list from providing care or services to vulnerable persons as defined by each respective state code.
There are three main categories of abuse registries, National Sex Offender Registry, State Child Abuse Registries, and State Adult Abuse Registries, and in some cases the abuse registries are combined.
Searching the National Sex Offender Registry will reveal possible name matches against a national collection of names. States publish abuse registries but searching every state to ensure a registered abuser hasn’t moved to a different state to avoid detection can be very time consuming. Data is added and refreshed routinely so checking the databases on a regular basis is a best practice to ensure patient safety. It is also essential to rule out the use of an alias or a spelling alteration while searching the registries. This is where data analytics come in. Verisys takes in current data from more than 3,500 primary sources, including all abuse registries, and aggregates with historical data to assure a 99.9% identity match to a record using multiple data points and sophisticated algorithms.
TRUE COMPLIANCE GOES BEYOND CHECKING THE BOXES
Federal and state regulations governing compliance to participate in government-funded health care programs require screening and monitoring against abuse and sex offender registries. Going through the motions of searching the registries will allow you to check the box of completing the action, however, you could face fines if your organization hires and then submits to a state or federally funded program for reimbursement on services rendered by a provider on one of the abuse registries.
Due diligence without identity resolution and the wide net of searching all states, along with aggregating to the longitudinal data, could put your vulnerable populations at risk by assigning their care to a registered abuser. Verisys mitigates this risk to your organization by providing a thorough screening and ongoing monitoring of all individuals and health care providers against the National Abuse Registry.
